Playground Surfacing Tender: RFQ Checklist
What to specify in your RFQ, how to compare quotes on equal terms, and the gotchas that lead to non-compliant bids. For councils and schools.
A playground surfacing tender goes wrong in predictable ways: vague specifications that invite incomparable bids, quotes that look cheap because they leave out groundworks, and certifications that turn out not to apply to what’s actually installed. The result is a surface that costs more than expected, fails an audit, or under-performs on safety.
This checklist helps councils, schools, and procurement teams write a tight RFQ and evaluate the responses fairly. Use it as a starting framework and adapt it to your project.
Before You Write the RFQ
Three things must be settled first, because they shape everything that follows:
- Critical Fall Height (CFH). Get the highest accessible point of every piece of equipment from the equipment supplier or EN 1176 documentation. The surface must certify to meet or exceed it. This is non-negotiable and drives both spec and cost.
- Area and layout. Measure the surfaced area in m², including buffer/fall zones around equipment. Provide a site plan.
- Design intent. Plain color, catalog pattern, or fully custom? This is where suppliers differentiate — so define it, or you can’t compare bids.
What Your RFQ Should Specify
A good RFQ removes ambiguity. Require bidders to respond against each of these so quotes are comparable:
Safety and compliance
- Required CFH per zone, and a requirement that the certificate applies to the installed system (surface + pad + base), not the surface in isolation.
- EN 1177 (Europe) or ASTM F1292 (US) test documentation to be supplied with the bid.
- Where accessibility is required: EN 1176-1 (Europe) or ASTM F1951 / ADA (US) compliance for routes and use zones.
- A post-installation field test by an accredited inspector, included in the price.
Scope of work
- Supply only, or supply and install? State it clearly.
- Groundworks: excavation, sub-base, drainage, edging, and removal/disposal of any existing surface — itemized separately.
- Transitions to adjacent paths and surfaces.
Materials
- Surface type(s) and specification per zone.
- Shock pad type and depth (and the CFH it achieves).
- For artificial grass: yarn specification, pile height, and UV stabilization data.
- For loose-fill: required depth and the containment system.
Commercial and lifecycle
- Itemized pricing: supply, installation, groundworks, certification, field test — as separate line items.
- Product warranty, UV warranty, and installation/workmanship warranty — with durations and what each covers.
- Lead time and programme.
- Maintenance requirements and indicative annual maintenance cost.
Documentation deliverables
- Full test certificates, CE Declaration of Performance (where applicable), field test report, and a maintenance schedule on handover.
How to Compare Bids Fairly
The cheapest headline number is rarely the best value. Normalize before you compare:
- Compare like for like. A supply-only quote against a supply-and-install quote is meaningless. Rebuild every bid to the same scope.
- Check the CFH claim applies to the installed system. A surface rated to 3.0 m “in isolation” may not hit it once installed at the proposed depth. This is the single most common tender trap.
- Watch for missing groundworks. A low surface price with thin or absent sub-base/drainage scope will cost more later and may void warranties.
- Score total cost of ownership, not just upfront cost. A loose-fill surface that needs annual replenishment can cost more over 10 years than a more expensive durable surface.
- Separate design value from safety spec. Safety is fixed by the equipment; design is where suppliers add genuine value. Don’t let a flashy design hide a weak safety or groundworks scope — and don’t reward the cheapest plain surface if the brief called for a designed one.
- Require references for comparable installations and their age.
Common Gotchas
- “EN 1177 compliant” with no certificate. A claim is not a certificate. Require the document.
- CFH that doesn’t match the installed depth. The rating must hold at the depth being installed.
- Warranty gaps. Product and installation warranties from different parties can have conflicting conditions, leaving you uncovered. Map them.
- Certification charged as an extra. Confirm test documentation is included, not a later add-on.
- No maintenance plan. Without one, the surface can fall out of compliance and you won’t know until an incident or audit.
