Playground Surface Rules in Spain: UNE-EN 1177

Playground surfacing requirements in Spain — UNE-EN 1177, the role of AIJU and municipal procurement — plus how to specify a certified surface.

Playground safety in Spain is governed by a combination of harmonised European standards and national implementation guidance. For municipalities, school operators, installers, and landscape architects, understanding what is required — and what documentation to expect — is essential for both compliance and liability protection.


The Regulatory Framework

UNE-EN 1177:2018 — the primary standard

Spain adopts European harmonised standards through the UNE-EN series, published by AENOR (Asociación Española de Normalización). UNE-EN 1177:2018 is the Spanish adoption of EN 1177, the impact attenuation standard for playground surfacing.

The standard is identical in content to the EU standard. Any surface certified to EN 1177 by an accredited testing body is compliant in Spain. The test report can be issued by any CEN-accredited lab — French, German, British, Italian, or Spanish labs are all valid.

UNE-EN 1176 — playground equipment requirements

The surface CFH requirement is derived from the equipment, governed by UNE-EN 1176. The maximum free fall height of each piece of equipment determines the minimum CFH the surface must achieve. This link is identical to the EU-wide framework.

Royal Decree 1801/2003 — children’s product safety

Real Decreto 1801/2003 on the safety of general products covers children’s products and environments. While it does not specify EN 1177 by name, it establishes the general duty to ensure that reasonably foreseeable use does not lead to harm — in practice, compliance with EN 1177 and EN 1176 is how this duty is demonstrated for playground installations.

AIJU — Instituto Tecnológico de Producto Infantil y de Ocio

AIJU (headquartered in Ibi, Alicante) is the primary Spanish certification and testing body for children’s products and playground equipment. AIJU is accredited to conduct EN 1177 field and lab testing, and is widely used by Spanish municipalities and installers as the preferred body for post-installation site inspections.

Many Spanish municipal tender documents specify that the post-installation EN 1177 field test must be carried out by an accredited body — AIJU or an equivalent. Lab test reports from foreign accredited bodies are generally accepted for product certification; the field test at the Spanish installation site is often required to be local.


Who Is Responsible in Spain?

  • Municipalities (Ayuntamientos): Public playgrounds are under the responsibility of the local authority’s parks department (área de parques y jardines). Annual maintenance and periodic inspections are required. Playground audits are referenced in national and regional health and safety guidance.

  • Schools: Public schools are under the responsibility of the regional authority (Comunidad Autónoma). Private schools carry their own duty of care. School playground surfacing must meet UNE-EN 1177 requirements for any installed equipment.

  • Private operators (leisure parks, urbanizaciones, sports clubs, children’s attractions): Self-regulated, but liable under civil law. EN 1177 certification is the standard of care expected by courts and insurers.


Common Surfaces in Spanish Playgrounds

EPDM wet-pour is the dominant material in new municipal playground installations, particularly in larger cities. It is well-understood by Spanish installers, familiar to AIJU inspectors, and available from a wide network of Spanish and European suppliers.

Rubber tiles are widely used in school playgrounds and indoor soft-play areas.

Bark chip and sand are found in older installations and in smaller municipal playgrounds, though there is a clear trend toward bound surfaces in municipal procurement, driven by lower maintenance cost and better accessibility compliance.

Synthetic turf (césped artificial) is extremely familiar to the Spanish market — Spain has one of the highest per-capita artificial grass installations in Europe, driven by sports applications. However, standard sports turf is not impact-attenuating and does not comply with EN 1177.

Tufted artificial grass on a certified shock pad is a distinct product category from sports turf. Playground-grade tufted systems — specified with the correct shock pad and independently tested — comply with UNE-EN 1177. The distinction matters: installers who supply sports turf should not propose it as a playground surface unless it is part of an EN 1177-certified system with a proper impact pad.


Key Considerations for Spanish Buyers

Municipal tenders (licitaciones)

Spanish municipal procurement follows LCSP (Ley de Contratos del Sector Público). Playground surface specifications in tender documents (pliegos técnicos) typically require:

  • EN 1177 / UNE-EN 1177 certification for the specified surface.
  • The CFH must be stated in the specification and meet or exceed the equipment’s maximum free fall height.
  • A post-installation field test by an accredited body (AIJU or equivalent) before the playground is opened to the public.
  • Manufacturer’s product warranty (commonly 5–10 years for bound surfaces).

When bidding on municipal tenders, suppliers should prepare the EN 1177 test report, the CFH mapping for the specified equipment, and references to post-installation testing capability.

Schools and Kitas (guarderías y colegios)

School procurement is typically managed by the Comunidad Autónoma’s education department for public schools. Requirements broadly mirror municipal standards — EN 1177 certification is expected, and the school’s insurance policy will typically reference it.

Private schools and guarderías select surfaces through direct procurement. The standard of care expected by Spanish courts has aligned with EN 1177 as the de facto safety benchmark.

Climate considerations

Spanish climates (particularly in Andalucía, Extremadura, Valencia, and the Canary Islands) involve high UV exposure and peak summer temperatures. Bound surfaces should be specified with UV-stable materials. Tufted artificial grass uses UV-stabilised polyethylene yarn; EPDM granule surfaces should use UV-resistant pigments to prevent color fade.

Heat retention on dark surfaces can be a concern in high-sun environments — specifying lighter colors or using sun-shade structures over the surfaced area addresses this.


Practical Checklist for Spanish Buyers

  • Confirm the required CFH from the equipment’s UNE-EN 1176 documentation.
  • Request the EN 1177 test report for the full system at the installed configuration (from an accredited body — AIJU, TÜV, LGAI, or equivalent).
  • For synthetic turf: confirm it is a playground-grade system with a certified shock pad — not standard sports turf.
  • Plan a post-installation field test by AIJU or equivalent before opening.
  • Include EN 1177 certification as a mandatory criterion in any tender specification (pliego técnico).
  • For coastal or high-UV areas: specify UV-stable materials and check color warranty terms.
